# Who can upgrade

> Upgrading changes what your whole organization pays for, so it is limited to the people who manage the organization and its billing.

* **Organization Admins** and **Billing Admins** see a **Talk to Sales** button on each plan. Whoever creates an organization starts with both roles.
* Everyone else can open the window and compare plans, but sees **Contact Admin** in place of the buttons. Ask an Organization Admin or Billing Admin to start the change.
* A person who is only an Environment Admin cannot start an upgrade.
